DURABILL is St Clements’ DUoS billing system designed for operation within the GB Electricity market.
The system incorporates an accurate and reliable charges calculation engine with an electronic invoice generator which is compliant with all of the GB industry requirements
In addition the system includes a full-strength file handling and data management sub-system compliant with the current industry standard Data Transfer Catalogue and future Data Integration Platform.
The system is suitable for both Distribution Network Operators (DNOs) and Independent Distribution Network Operators (IDNOs) and is equally at home producing 1 or 20,000 bills.
At its heart is a file handling management system that allows complete control over incoming data flows. The product also includes a sophisticated queue manager (allowing maximum performance to be maintained whatever the load on the system) and a fully automated audit trail.
In summary, the current functionality of the system:
- Calculates Non Half Hourly Super Customer invoices using the incoming D0030 flow to produce outgoing D0242 electronic invoice flows
- Calculates Half Hourly invoices using the D0036 flows
- Calculates VAT and interest charges
- Calculates both Half Hourly and Non Half Hourly Super Customer invoices for embedded distribution networks
- Is fully compliant with the Common Distribution Charging Methodology
- Interfaces with SAP and other finance systems
- Supports transactional billing
- Provides an optional Credit Cover module
- Includes a full audit trail.
A major development programme is currently underway to optimise DURABILL operation under the new Market-wide Half Hourly Settlements (MHHS) arrangements.
DURABILL is built using Oracle technology to produce a truly secure and scalable billing platform.
